The project "Quality assurance of the drinking water in Bulgaria" is financially supported by the BMU Guidance-Aid program.
The Guidance-Aid program of the BMU exists since the year 2000, and acts for promotion of the environmental protection in middle- and east European states as well as in Central Asia and Caucasus. The EU candidate countries are, in the context of this program, supported in their adoption and implementation of the EU environmental acquise. Here the guidance-aid measures serves the approach of an environmental protection level closing in on the EU level. To this counts for instance the advisory service to the transmittal, implementation and execution of certain EU-directives. Further on the BMU Guidance-Aid program also are used to put the states in the position to improve their scheduling for environmental investments.
The BMU intends to contribute to the creation of new institutional requirements for a sustainable development of the regions within this program. At the same time measures which are stipulated in the context of the UN ECE "environment for Europe"-process, as well as in the context of the "environmental program for middle- and eastern Europe" (EAP) are supported as well.
The financial scope of the program averages to an annual amount of 2,2 millions of Euro from the year of 2003 and on. Since the start year 2000, around 50 projects where promoted in the context of the program. The average financial scope of one project averages to ca. 100.000 Euro, and around two thirds of the projects have a running time of more than one year. The program key points focuses to the themes of
- waste / hazardous waste,
- water / waste water,
- plant safety / water protection
- and promotion of regional co-operation works
The Federal Environmental Agency is by order of the Federal Ministry for the Environment, Nature Conservation & Nuclear Safety responsible for the technical and financial management of the program.
